Vintage Middle Eastern? Brass Tray with Hand Hammered Figures & Decoration

Interesting estate piece.  I believe it is brass, but unsure...A magnet does not adhere to it.  It measures about 14" in diameter.  It has an extraordinary quantity of hand hammered decoration, including people (holding a leader of some sort), birds, mammals, etc.  My guess is Middle Eastern, but I haven't been able to confirm that.
